Grounded Civil Services is a Perth-based consultancy providing independent civil inspection, construction materials testing (CMT) support, and on-site supervision across Western Australia.
We work with contractors, laboratories, principals and project teams to ensure civil works are completed safely, correctly, and in line with relevant specifications and standards. We aim to reduce rework, minimise delays, and keep the projects on schedule and within budget.

About Karl
Karl Strand is the Director of Grounded Civil Services, with 20+ years’ experience in civil construction supervision, QA/QC, technical assessment and auditing across major infrastructure, mining, and energy projects throughout Australia.
Karl has extensive experience delivering practical site oversight including earthworks and concrete inspections, hold point/witness point management, NCR identification and close-out, and contractor coordination.
He is also an experienced NATA Technical Assessor, supporting Construction Materials Testing (CMT) laboratories with training, compliance and auditing aligned to ISO 17025 and relevant Australian Standards.

Construction Supervisor (GHD Engineering / Synergy)
Large-scale battery energy storage facility supporting Western Australia’s transition to renewable energy. The civil scope included 15,000m of trenching and drainage systems, 16,000m³ of concrete structures, 6km of internal roadworks and 200,000m³ of earthworks.

Construction Supervisor (GHD Engineering / Synergy)
Utility-scale energy storage project designed to strengthen grid stability and support renewable integration. Civil works involved concrete structures, pavements, drainage and site infrastructure.

Major Projects Construction Supervisor
Major iron ore mining operation in the Pilbara, involving large-scale bulk earthworks, haul roads, drainage infrastructure and ongoing civil works within an operational mining environment.
Six plus major projects across the site, with a cumulative 500,000m³ of earthworks and 25,000m³ of concrete structures for foundations such as crusher bases, conveyer transfer stations, outflows for process water dams, haul road overpasses and 50+ km of trenches and drainage. An additional 90km of roadworks was constructed.

ROM4 Overland Conveyer and Crusher
Large-scale mining infrastructure project including bulk earthorks along an 8.5km conveyer alignment, bridge construction and civil works for transfer stations and crusher facilities.
DSO Haul Road
Construction of approximately 15km of heavy-duty mining haul road, incorporating bulk earthworks and drainage infrastructure.
Process Water Dam Construction
Development of a large process water dam including bulk earthworks, embankment construction and associated pump station infrastructure, using bituminous geomembrane (BGM).
WHIMS Plant (Wet High Intensity Magnetic Sparator)
Construction of civil infrastructure for mineral processing facilities, including concrete footings and slabs and drainage systems.

Multi-billion-dollar motorway infrastructure project delivering major urban road and tunnel networks in Sydney, involving complex staging, strict compliance testing and high-volume civil and geo technical investigations.

Compliance of the construction of approximately 38km Main Roads WA highway, including multiple bridge structures and large-scale earthworks across regional Western Australia.

Significant freeway development of Mordialloc freeway involving detailed earthworks, drainage and pavement construction as a part of Victoria’s major transport infrastructure expansion.
